Does Medicare Cover Home Care in Pennsylvania?

It's one of the first questions Pittsburgh families ask — and the honest answer is “mostly no, but here's what actually helps.” Let's clear up the confusion between medical home health and the day-to-day home care most families really need.

The key distinction: home health vs. home care

Most confusion comes from two similar-sounding things:

  • Skilled home health — short-term, medical care ordered by a doctor: a nurse changing a wound dressing, physical therapy after surgery. Medicare can cover this.
  • Non-medical home care — ongoing help with daily life: bathing, dressing, meals, medication reminders, mobility, companionship. This is what most seniors need long-term, and Original Medicare does not pay for it.

Mary Angels provides the second kind — non-medical home care across Pittsburgh and Allegheny County.

When Medicare does help (and its limits)

Medicare Part A/B may cover home health if all of these are true: a doctor certifies you need it, you're considered “homebound,” you need skilled care (nursing or therapy), and the agency is Medicare-certified. Even then it's intermittent and short-term — it ends when you recover. It will not provide a caregiver for several hours a day, every day.

Medicare Advantage — a small, growing exception

Some Medicare Advantage (Part C) plans now offer limited in-home supportive benefits (a set number of personal-care hours per year). It varies a lot by plan and is usually modest. Check your plan's “supplemental benefits,” but don't count on it for ongoing daily care.

What Pennsylvania families actually use

Since Medicare won't cover ongoing personal care, here's what does — and we'll help you figure out which fits:

  • CHC Medicaid Waiver (Community HealthChoices) — Pennsylvania's main program that pays for in-home personal care for eligible older adults. See how the CHC waiver works.
  • VA benefits — Aid & Attendance and Veteran-Directed Care can fund home care for veterans and surviving spouses. VA benefits guide.
  • Long-term care insurance — many policies reimburse non-medical home care. What to check in your policy.
  • Private pay — straightforward and flexible; see real Pittsburgh rates.
  • Get paid as a family caregiver — some programs pay relatives to provide the care. How that works.

The simplest next step

You don't have to untangle this alone. A Mary Angels care coordinator will walk through your parent's situation, tell you honestly which funding paths you likely qualify for, and never pressure you. Call 412-318-4237 or book a free in-home assessment.

Frequently asked questions

Does Medicare pay for a caregiver to help with bathing and dressing?
No. Original Medicare does not pay for non-medical personal care like bathing, dressing, meals, or companionship, even when a senior clearly needs it. It only covers short-term skilled home health (nursing/therapy) ordered by a doctor for a homebound patient. Ongoing personal care is funded through Medicaid waivers, VA benefits, long-term care insurance, or private pay.
What's the difference between home health and home care?
Home health is short-term medical care (a nurse or therapist) ordered by a doctor and sometimes covered by Medicare. Home care is ongoing non-medical help with daily living — bathing, dressing, meals, mobility, companionship — which Medicare does not cover. Mary Angels provides non-medical home care.
Will Medicare Advantage cover in-home care in Pennsylvania?
Some Medicare Advantage plans now include limited in-home supportive benefits — typically a small number of personal-care hours per year. It varies widely by plan and is usually not enough for ongoing daily care. Check your plan's supplemental benefits and call us to compare options.
If Medicare won't pay, how do most families afford home care?
In Pennsylvania, the most common routes are the CHC Medicaid waiver, VA Aid & Attendance for veterans, long-term care insurance, and private pay. Many families combine sources. We offer a free assessment to map which you likely qualify for — call 412-318-4237.
Does Medicaid cover home care in Pennsylvania?
Yes — through Community HealthChoices (CHC), Pennsylvania's Medicaid managed-care program, eligible older adults can receive in-home personal care. Eligibility is based on financial and functional need. See our CHC waiver guide for details.
