Allegheny County Area Agency on Aging

The Allegheny County Department of Human Services — Area Agency on Aging (AAA) is the single most important starting point for most Pittsburgh families. This county office coordinates a wide range of services for residents 60 and older.

  • Phone: 412-350-5460
  • Website: alleghenycounty.us/human-services/aging
  • Services coordinated: in-home care assessments, case management, Meals on Wheels, caregiver support, legal services, and referrals to the Community HealthChoices (CHC) Medicaid waiver program

If you are not sure whether your parent qualifies for publicly funded home care, call this number first. A care manager will visit the home, assess needs, and guide you through options — at no cost to the family.

Pennsylvania State Programs

Several statewide programs can help pay for home care or provide direct support to Pittsburgh-area seniors.

  • Community HealthChoices (CHC): Pennsylvania's Medicaid managed long-term services and supports waiver. Eligible adults 21 and older can receive personal care and home-based services at little or no cost. To apply, contact the AAA or call PA's OLTL (Office of Long-Term Living) at 1-800-757-5042.
  • Pennsylvania Pharmaceutical Assistance Contract for the Elderly (PACE/PACENET): Helps seniors with prescription drug costs. Call 1-800-225-7223.
  • PA Link to Aging and Disability Resources: A statewide helpline connecting families to local services — call 1-800-753-8827.
  • PENNCARE (Medicaid Home and Community-Based Waivers): Families whose loved one receives SSI or has limited income may qualify for waiver-funded home care through DHS.

See our full guide on PA CHC Medicaid Waiver Home Care for a step-by-step walkthrough.

Local Pittsburgh Programs and Nonprofits

Beyond county and state programs, Pittsburgh has a generous network of community organizations that fill important gaps.

  • Greater Pittsburgh Community Food Bank — Senior Food Access: Connects older adults with food pantries and home-delivered food boxes. Visit pittsburghfoodbank.org.
  • Senior Community Centers (City of Pittsburgh): The City operates multiple senior centers offering meals, activities, and wellness programs. Call 412-255-2140 for locations near you.
  • Vintage (formerly Senior Services of Allegheny County): Provides caregiver education, senior companionship programs, and free workshops. vintagepgh.org
  • Jewish Association on Aging (JAA): Serves all faiths and backgrounds; operates Weinberg Village and community-based services in Squirrel Hill and beyond. jaaswpa.org
  • UPMC & AHN Community Health Navigators: Both health systems offer social workers and discharge planners who can connect patients to community resources after a hospital stay.
  • Pittsburgh Mercy / Catholic Charities: Provides case management and emergency assistance for older adults across Allegheny County.

Transportation Resources for Pittsburgh Seniors

Getting to medical appointments, the grocery store, or community activities is one of the most common challenges for older adults in Pittsburgh.

  • ACCESS Transportation (Port Authority): Paratransit service for seniors and people with disabilities throughout Allegheny County. Call 412-562-5353 to register. Subsidized fares available.
  • FREE rides for Allegheny County seniors 65+: Port Authority's ConnectCard offers free rides on regular bus and light rail for qualifying seniors.
  • Senior Community Transportation (various nonprofits): Organizations like JASC (Jewish Association on Services for the Aged) and neighborhood senior centers often arrange volunteer driver programs.
  • Mary Angels Transportation Services: Our caregivers can accompany your parent to appointments, errands, and social outings — a practical option when medical transport isn't needed but a helping hand is.

Caregiver Support Resources

If you are the one doing the caregiving — or sharing the responsibility with siblings — the stress can build quickly. You deserve support too.

  • Allegheny County Caregiver Support Program: Free counseling, education, and respite referrals for family caregivers. Contact the AAA at 412-350-5460.
  • Caregiver Action Network: National organization with local resources at caregiveraction.org.
  • UPMC Family Caregiver Resources: UPMC offers caregiver classes and support groups throughout the Pittsburgh region.
  • Respite Care: Sometimes the most important resource is simply a break. Respite Care in Pittsburgh from Mary Angels gives family caregivers planned time away while knowing their loved one is in good hands.

Frequently asked questions

Where do I start if I am not sure what my parent qualifies for?
Call the Allegheny County Area Agency on Aging at 412-350-5460. A care manager will conduct a free assessment and walk you through government programs, waiver eligibility, and community resources. It costs nothing and takes the guesswork out of the process.
What is Community HealthChoices (CHC) and does my parent qualify?
Community HealthChoices (CHC) is Pennsylvania's Medicaid managed long-term services and supports program. It can pay for personal care and home-based services for eligible adults 21 and older who have limited income and need help with daily activities. Eligibility is based on medical and financial criteria. Contact the Area Agency on Aging or call Pennsylvania's Office of Long-Term Living at 1-800-757-5042 to start an application.
Is there free transportation for Pittsburgh seniors?
Yes. Allegheny County residents age 65 and older can ride Port Authority buses and light rail for free with a ConnectCard. For seniors who cannot use fixed-route transit, ACCESS paratransit provides door-to-door service at a subsidized fare. Call 412-562-5353 to register for ACCESS.
What if my parent just got out of the hospital and needs help at home right away?
This is one of the most common situations we hear from families. Hospitals are required to involve you in discharge planning — ask to speak with the hospital social worker before your parent leaves. Mary Angels can typically begin non-medical home care within 48 hours of your call. See our guide on home care after hospital discharge for a fuller checklist.
Are there local resources specifically for dementia or Alzheimer's caregivers in Pittsburgh?
Yes. The Alzheimer's Association Greater Pennsylvania Chapter offers a 24/7 helpline at 1-800-272-3900, local support groups, and education programs for Pittsburgh-area families. Vintage (formerly Senior Services of Allegheny County) also offers caregiver education programs. Mary Angels provides specialized Alzheimer's and dementia care as well.
How do I know whether my parent needs a nursing home or can stay at home?
Most families are surprised by how much can be managed at home with the right support. Non-medical home care covers personal hygiene, meals, housekeeping, companionship, and transportation — which covers the majority of what families worry about. Nursing home placement is usually considered when round-the-clock skilled nursing care is required. Our guide on home care vs. nursing home walks through the decision honestly.
